高校图书馆数字资源联盟采购存在的问题及发展对策研究

Research on the Problems in and Development Strategies for University Library Consortium Acquisition of Digital Resources

介绍了国内外高校图书馆联盟采购的背景和发展状况,分析了联盟采购过程中应注意的几个问题。针对数字资源联盟采购可持续发展,提出了应加强联盟领导及强化牵头馆的作用,强化法律意识和自我保护措施,设计合理的联盟采购流程,规范联盟资源采购程序,充分发挥高校图书馆联盟优势,建立宣传培训的长效机制及售后服务监督评价机制等具体措施及对策。

Based on the description of the background and development of the consortium acquisition in university libraries in China and foreign countries,this article analyzes the problems the consortium should pay attention to in the acquisition process.Proceeding from the sustainable development of the consortium acquisition of digital resources,the article proposes some concrete measures and strategies such as strengthening the leadership of the consortium and reinforcing the role of the leading library,developing the legal consciousness and self-protection measures,designing reasonable consortium acquisition flow,standardizing the consortium acquisition procedures,giving full play to the superiorities of the university library consortium,and establishing the long-term mechanism of propaganda and training as well as the supervision and evaluation mechanism of after-sale service.
