Contemporary urban development always undergoes a stage with modernity as its major characteristic. This is a basic attribute of industrialization and urbanization. The modernity in urban planning has a determining influence on urban development, while scientific and systematic urban planning itself is a form of modernity. Taking urban development in the Federal Republic of Germany from 1948 to 1963 as an example, this paper aims to illustrate the contribution that modernity makes to and the limitations it exerts on the urban development in Germany, which represents the general feature of the western countries and which is worth deep-going researches. In addition, the modernity in urban planning in post-war Germany and its influences on its urban development can provide valuable references for China’s ongoing urban development.
