"一村一名大学生计划"是教育部启动、广播电视大学组织实施的农村远程高等教育试验项目,过硬的教学质量是这一项目试点成功的标志之一。可靠的教学质量需要强有力的质量保证体系。构建"一村一名大学生计划"教学质量保证体系,首先,要根据培养目标和农村远程学习者的特点,确立教学质量标准;第二,要深入分析远程教学活动中的若干矛盾,明晰教学质量影响因素;第三,要根据教学质量影响因子,构建农村远程高等教育教学质量保证体系;第四,配套建立远程教学管理规章制度及网络支撑平台,确保教学质量保证体系功能的有效发挥。

＂The plan of one college gradute in one village＂ is a test item,started by The ministry of Education and organized and implemented by Radio and TV University,on the long-distance higher education in countryside.Excellent teaching quality is one of the symbols on the success in test item.Reliable teaching quality needs strong quality guarantee system.Teaching quality assurance system should be constructed.Firstly,on the basis of training objective and learner＇s characteristic in long-distance education,the quality level of education should be established.Secondly,it＇s necessary todeeply analyse contradictions on the long-distance teaching activities and to clear the influencing factors on the quality of education.Thirdly,according to the factors of influence on teaching quality,teaching quality assurance system should be constructed on the long-distance higher education.Fourthly,in order to play the function of the teaching quality assurance system,it is indispensable to establish rules and regulations system of distance teaching management and network support-ing platform.
