论城乡一体化利益协调机制的构建

On Establishment of Interest Coordination Mechanism in Urban and Rural Integration

城乡经济社会一体化作为国家彻底解决"三农"问题的战略安排,既是一个过程,又是这一过程的目标;在其推进过程中涉及政府、企业和居民等利益主体的利益,政府利益是经济利益与政治利益的结合,企业利益表现在城乡一体化政策的实施带来的产业发展空间的扩大方面,居民利益则表现为个人总体效用的提升,它们之间的利益既具有一致性又具有矛盾;在探讨它们之间利益一致性与矛盾的基础上,应以城乡统筹、以农为本为基本原则,用制度创新与宏观手段推动、调控城乡一体化进程,使社会利益体系保持大体上合理与稳定的格局;重视农民话语权,构建农民利益诉求与表达机制,建立由广大群众参与的城乡一体化建设决策机制与评价机制,以推进城乡一体化进程的顺利进行。

As a strategic arrangement of totally solving ＂Three Agriculture Problems ＂,Urban and rural integration in economy and society is not only a process but also the goal of this process;the process of integration involves the interests of the government,enterprises and residents,and the interests of government is the combination of economic and political interest.The enterprise＇s interests is expressed through enlargement of developmental space;and the residents＇ interests is expressed through improvement of their overall efficiency.All of their interests have consistent and contradiction at the same time.In this case,take ＂overall urban and rural＂ and ＂agriculture first＂ as the basic principles,emphasize innovation and marco-control,in order to keep the social interest system stable.Pay attention to peasants＇ opinions,construct the system of peasants＇ interests appeal and expression and establish decision-making and evaluation mechanism which the majority of peasants can attend in order to promote integration go smooth.
