在我国社会由生存型阶段向发展型阶段转变的新时期,以经济增长方式转型为主线的经济体制改革为体育发展方式的改革提供了物质基础,以适应社会公共需求转型为主线的社会体制改革为体育发展方式的改革提供了外在趋动力,以政府转型为主线的行政管理体制改革则为体育发展方式的改革提供了制度保障。正是基于此,中国体育发展方式的改革应该把满足人们群众日益增长的体育需求作为根本出发点,完成由粗放型发展向集约型发展的转变,完成由竞技体育优先发展向群众体育、竞技体育全面发展的转变,完成由依靠国家财政拨款带动发展向通过体制创新促进发展的转变。
