从权力到权利——国家档案馆公共服务基本价值取向研究

突破传统权力因素的禁锢,转而关注公民权利的保障与实现成为了档案馆开展公共服务的基本价值取向。在档案馆公共服务基本价值取向的形成过程中档案开放、档案记忆观、公共档案馆建设等因素起到了重要的作用。以维护公民权利为核心,以全体公众为服务对象,以公益性为主要特征,是档案馆公共服务基本价值取向的主要内容。

Breaking the influence of traditional power factor and turning to attention to the civil rights is now the basic value orientation of the archives public services. In the forming process of the basic value orientation of the archives public services,archives opening,idea of archives memory and public archives construction played important roles. Maintaining the civil rights,servicing the public and characterized by public is the main content of the basic value orientation of the archives public services.
