In the era of knowledge-based economy, knowledge management has become the new pattern of government management. The role of the managers of the government record has changed. They are knowledge mangers as well as the knowledge takers who are managed. Building the knowledge-based government, setting up the tridimensional net of the work of the government record management and enhancing the managers＇ ability are the three methods to change the role of the government record manager.
