电子政务建设视野中行政监督仿真系统构建研究

行政监督仿真系统是通过电子技术平台对行政审批网站进行全方位、全过程监督的行政监督机制。为实现网络技术、网站审批与行政监督的整合,行政监督仿真系统通过构建行政审批网站、电子行政监督、视屏监控等"三位一体"的运行机制来打造行政审批网站、行政审批人员及行政监督机关的对接中心,构建多元监督主体,经由视频监控系统,反馈网站审批违法行为和异常情况,及时启动系统预警装置,采取相应监督程序,做到及时有效的监督。该系统的应用和实施能带来一定的经济和社会效益,但对职能复杂、权限较大的政府机关则表现出滞后性和不灵活性。
