云南省农村宅基地使用权流转的思考

Thinking about Transferring Ownership of Yunnan Rural Residence Site

我国农村宅基地使用权流转现象在农村普遍存在,而农村宅基地使用权流转中存在着私下转让、审批管理不严、交易纠纷、权属争议不断等问题,给农村宅基地管理增加了难度。本文通过对农村宅基地使用权流转过程中存在的问题提出了相应的解决办法及对策,更好的建全我国农村宅基地使用权流制度及市场规范。

The rural residence site transfer is ubiquitous at rural area, while the related problems such as privately transfer, not strict examination and approval, transaction disputes, ownership disputes are continuous existing. These things bring higher difficult to government＇s lawful management. In order to improve the regulation of market and rural residence site transfer, reasons concerning with problems above are well analyzed, and related countermeasures are proposed by author in this paper.
