基于结构方程模型的区域创新能力评价

Regional Innovation Capacity Evaluation based on Structural Equation Modeling

区域创新能力的评价结果对于地方政府准确地判断自身的创新能力现状以及制定相关发展政策具有重要的实践意义。鉴于此,本文根据区域创新能力评价指标体系设计的原则,构建了我国区域创新能力评价的指标体系,在此基础之上,建立了我国区域创新能力评价的结构方程模型,并对我国31个省、市、自治区的区域创新能力进行实证研究。评价结果显示,我国区域创新能力大致呈阶梯状分布,东部沿海地区如广东等地区创新能力较强,地处偏远的西部地区如西藏等地区创新能力较弱,而中部地区创新能力则处于中等水平。根据此评价结果,文后给出了提高我国区域创新能力的一些政策建议,如加强自主创新型人才培养,建立跨区域协同发展机制以及强化官、产、学合作力度等。

The results of regional innovation capability evaluation for the local governments to recognize their exact status of innovation capability and lay down relevant development policies have important practical significance.According to the design principles of regional innovation ability evaluation index system,the paper designs a regional innovation capability evaluation index system.On this basis,the structural equation modeling of regional innovation capability about china is built.The regional innovation ability about 31 provinces,municipalities and autonomous regions in China are evaluated.Evaluation results show that regional innovation capability is ladder distribution roughly.The eastern coastal areas such as Guangdong＇s regional innovation ability is much better,the western regions such as Tibet＇s regional innovation ability is the weakest and the central region＇s regional innovation capacity is the middle level.According to the evaluation results,some policies are given to improve regional innovation capability such as enhancing independent innovation personnel training,establishing the mechanisms for cross-regional joint development and strengthening the cooperation during government,industry,university.
