Construction of a Service-oriented Government:Supply-and-Demand Factors,Difficulties and Trends

当前我国正在进行行政管理体制改革,而行政管理体制改革的根本之策,就是实现从管理型政府模式向服务型政府模式的转变。因此,建设服务型政府成为当前行政管理体制改革的重中之重,需要根据世情和国情,客观分析构建服务型政府的制度供求因素和制度创新的困境,科学预测未来服务型政府建设的创新特征,以期对这一制度创新过程有一个比较准确的总体判断。

Nowadays in China,the Government＇s guidance and effective organization should be promoted.Therefore,according to the world situation as well as China situation,the systems of administration should be reformed from controlling-oriented government model to service-oriented government model to adapt to the current economic and social transformation.This article probes into the supply and demand factors in the construction of China＇s service-oriented government,its implementation difficulties,and its trend with related theories in New Institutional Economics,and,explores a more accurate overall judgment to the innovation process of this system.
