摘要
2008年行政体制改革使大部制改革的框架日趋清晰。为更好地实现中央政府部门行政体制的高效协调运转,学界将目光聚焦于部门间协调机制的构建与地方政府的行政改革试点,探讨部际关系的互动与地方政府职能整合的大胆探索,但却较少从部内司局的层面探讨其内部的运行机制。本文尝试性提出"大司局"的概念,并从该角度对大部制改革进行解读和探讨,阐述目前部门体制改革所面临的内部困境,探索经由部内治理结构的优化来对业务协调、职能整合和司局融合三个命题的破解之道。
The administrative system reform in 2008 makes the framework of "super-ministry" clearer.To form a highly efficient and well-coordinated administrative system,the academics focus on the issues of coordination mechanism among ministries and pilot reforms of local governments nowadays.However,the internal operation mechanism of "super-ministry" is not a hot issue.A concept of "super-bureau" is put forward in this paper,through which the "super-ministry" reform is reinterpreted and the predicament is expatiated.The paper probes into a optimized interior operational mechanism in super-ministry system,in the hope to find a way to realize "work-coordination","function-integration",and "department-fusion".
