Government Education Accountability and Countermeasures

一个负责任的政府应当将教育问责纳入政府治理的范畴。教育公平和教育质量业已构成当前我国教育中的主要问题,政府教育问责的主题涉及质量监测、科学决策、公共服务、教育投入效益与教育公平等问题。导致政府教育责任缺失的主因在于公众监督的缺乏、决策依据的失实、质量观念的误区以及教育质量长效机制的匮乏。政府治理教育的对策涉及教育行政绩效考核、教育数据库建设、科研兴校行动、教育公共服务、质量评价变革等八种具体对策。

A responsible government should take education accountability into consideration in government governance.Major problems in current Chinese education lie in equal education and quality of education.When the government tries to hold accountable for education,the themes should be focused on quality monitoring,scientific decision making,public services,cost-effectiveness of education and equal access to education,etc.The following main factors lead to the lack of government education responsibility,which are the lack of public scrutiny,evidence inconsistent with facts in decision making,misunderstanding of quality sense and deficiency in long-term mechanism for education quality.To solve the problems,the government should take such countermeasures as performance appraisal of education administration,construction of education database,emphasis on scientific research in schools,public services of education and quality evaluation reform,etc.
