Integrating Resources of the Ruling Party's Organizations according to the Requirements of Scientific Party's Construction

组织资源是政党执政的宝贵财富,整合利用好组织资源是政党推进科学发展、提高执政能力的紧迫要求。中国共产党整合组织资源的科学内涵主要包括加强自身建设,正确处理党派关系,树立非权力性权威和完善权力监督机制等。在新的历史条件下,党要以科学精神,推进管理观念、体制机制和方式方法的创新,通过党组织的功能调适、组织重构、制度创新、网络党建等路径,充分整合党内资源和社会资源,巩固和扩大党执政的组织资源。

Resources of the political party's organizations are its valuable treasure to govern and rule the country.It is necessary to integrate the resources of organizations to promote the ruling party's governing competence and scientific development.The scientific connotation of integrating CPC's resources covers strengthening self-construction,communicating well with other political parties,establishing non-power authority and improving the mechanism of supervision.Under the new circumstance,CPC should advocate the innovation of management concepts,institutional system and mechanism as well as approaches.The integration of party resources and social resources can be realized by means of the Party's functional adjustment,organizational restructure,institutional innovation and network-based party construction,resulting in the consolidation and expansion of the ruling party's organizational resources.
