我国计划生育利益导向机制现状调查与思考

Investigation and Analysis on Interest-Oriented Policy of Family Planning in China

通过我国四个省(市)计划生育利益导向机制实施试点的现状调查,分析了试点工作中取得的主要成效及存在的困难与问题,发现利益导向机制在改善计划生育家庭的生活保障及政策示范等方面取得了成绩,但在制度设计、操作化等方面还存在着一些缺陷与不足,并就如何进一步推进利益导向机制提出了政策性建议。

The present research aimed to review and evaluate ＂Interest-Oriented Policy of Family Planning in China＂.By analyzing the data collected in the baseline and post field investigation in four provinces,the research found,although the policy had a few defects on mechanism＇s design and operationalization,that ＂family planning household＂ had been benefit from it.On one hand,the policy improved their life quality;on the other hand,it was implied the project had long-term strategic importance in improving the image of family planning.The author also put some recommendations to further promote the policy.
