The Construction of Experimental Area for Two-oriented Society:Constraint Conditions and Innovational Framework

该文着眼于分析武汉-长株潭两型社会试验区建设面临的主要约束条件,即经济发展阶段制约、政府公共治理机制缺失、技术硬约束、文化理念落后等,并在此基础上探讨了两型社会建设中地方政府的短期行动安排与中长期改革框架。

The Two-oriented Society Experimental Area（TOSEA）,which is compatible with the Scientific Outlook of Development（SOD）,not only steps up the transformation of the traditional economic model in China,but also strengthens the comprehensive economic influence and improves the economic growth in the central China.The article points out that four constraint conditions exist in the process of TOSEA： the economic development stage,lack of public governance mechanism,technological bottle-neck and shortage of corresponding culture.Based on the above all analyzed,the author puts forward proposals for the TOSEA＇s short-term project management and the mid and long-term innovative framework.
