农民工返乡创业的困境与对策——基于湖南省24县返乡农民工创业的调查分析

Problems of Peasant Workers Returning Home to Start a Business and Its Countermeasures-Based on the Investigation and Analysis of Returning-home Peasant Workers Starting a Business in 24 Counties in Hunan Province

通过对湖南省24县97个村庄390名返乡农民工的实地调查,发现湖南省返乡农民工创业存在贷款融资难、农业创业风险大、不易扩大生产规模、自身素质与创业能力和项目选择不相适应、跟踪服务脱节、培训实施效果不佳等问题,提出了要加强农民工返乡创业培训、加大对返乡农民工创业的引导和跟踪服务、切实为返乡农民工创业提供优惠政策等建议,为党委、政府制定扶持农民工返乡创业政策提供决策依据。

Through the field survey of 390 returning-home peasant workers from 97 villages in 24 counties in Hunan Province,it found that the returning-home peasant workers start a business had some problems,such as difficult in loans and financing,high risk in agricultural venture,hard to expand production scale,incompatible self-quality,entrepreneurship and selection of projects,disjointed tracking service,ineffective training implementation,etc..To provide basis for Party-committee and Government making policies that helping returning-home peasant workers to start a business,some countermeasures were proposed as follows： strengthening the training of entrepreneurship for returning-home migrant workers,enhancing guide and tracking service for entrepreneurship by returning-home migrant workers,offering preferential policies for entrepreneurship by returning-home migrant workers.
