Problems of Crisis Management of Natural Disasters in China and Methods for Improvement

自然灾害危机管理是政府的重要职能。面对近年来各种特大自然灾害的考验,我国自然灾害危机管理暴露出危机预防意识不强、预警和监控系统不完善、应急协同联动机制不健全、恢复重建与危机管理理论学习创新失衡等突出问题。要完善我国自然灾害危机管理,还须健全自然灾害危机管理的法制体系、加快灾害预警机制和巨灾保险体系建设、实现自然灾害危机管理主体的多元化、改进自然灾害危机管理协同应急联动模式。

Crisis management following natural disasters is one of the most important functions of the government.Such problems as poor awareness of crisis prevention,incomplete early warning and monitoring systems,unsound synergetic emergency response mechanisms,and imbalance between restoration and creative learning of crisis management theory remain respectively at the stages of alleviation,preparation,response and recovery.To improve our crisis management,we need to perfect the legal system and speed up the construction of early warning and catastrophe insurance systems,to enable the multiple principal parts of public crisis management,and improve the synergetic emergency response mode of crisis management.
