城乡一体化中构建农民文化权益保障体系研究——以成渝地区为例

On Establishment of a System to Guarantee Farmer's Cultural Rights and Interests in the Integration of Urban and Rural Areas

近几年来,党和国家日益重视农民文化权益,政府对农村文化建设的投入不断增加,农村文化设施得到了较大改善,国家实施的一系列重点文化工程取得了良好效果,提升了农民文化生活水平。课题组通过对成渝地区的调查发现,当前农民文化生活仍然十分贫乏,农村文化设施落后且利用率低,政府提供的公共文化服务不能满足农民需要,腐朽落后的文化威胁着农村社会的和谐与稳定,农民对当前文化生活的满意度不高。本文认为,在城乡一体化中,应当充分发挥政府、文化部门及社会力量的作用,在资金、设施、组织、人才、制度等各方面给予全方位的保障,构建一套农民文化权益保障体系,充分有效地保障农民文化权益的实现。

In recent years,the Chinese Communist Party and government has attached great importance to the issue of the cultural rights of farmers.With more government investment in the cultural construction of rural areas,cultural facilities in these areas have been greatly ameliorated.Meanwhile,a series of intensive cultural projects implemented by the government have had a significant effect,which has improved farmers＇ cultural living standards.By investigating the cultural lives of farmers in the Chengdu and Chongqing areas,we found that farmers are still indigent： there are not enough cultural facilities and the utilization rate of those facilities is at a low level,public cultural services provided by the government cannot meet the farmer＇s needs,the under-developed culture menaces the stability and harmony of the rural society,and farmers are not satisfied with their current cultural lives.This essay holds the opinion that in the process of integrating urban and rural areas,the roles of government,cultural departments and social forces are expected to be fully exerted,and those aspects such as capital,facility,organization,talent and system should be given comprehensive consideration.There should be a guarantee system for farmer＇s cultural rights,which effectively guarantees the realization of people＇s cultural rights.
