运用制度变迁理论和实证分析方法,得出平原地区历年林权制度频繁变动,林权制度绩效总体处于一种非均衡的低效率状态,河南省新一轮集体林权制度改革取得了显著的经济效益、社会效益和生态效益。

Through the research of property rights and forest development from the View of institutional economics and empirical analysis,the forest right system reform of plain areas has experienced during twists and turns,showing a characteristics of recirculation.The protection of property rights is low efficiency and imbalance during the past year.Recent forest property system reform with new round in Henan has been enforced several years and attained important benefits of economics,society and ecosystem.
