摘要
官民协同治理代表了政府社会管理的发展取向,它要求政府与国民形成一种合作共事的关系,共同承担对社会公共管理事务的责任。但是,由于国民社会生活知识和素养的匮乏,以及长期以来国民管理主体地位的缺失,使得其对公共利益的期望日益淡化,国民中的不合作、不服从甚至对抗情绪滋长,使政府社会管理压力增大、效率下降、成本上升;传统的政府与国民之间"管理者"和"被管理者"的"两极"态势,严重影响到国民对于政府的认同意识和支持度。这些都反映出我国官民协同治理的社会基础还很薄弱。所以,从官民协同治理的角度看,促进当代中国社会管理的创新,需要加强民主政治建设,完善公民权利体系;政府要切实端正其公共性角色;要培育多元化的社会自治主体,充分发挥其社会管理职能和作用,形成政府和社会良好互动的格局。
Government and private collaborative governance stands for the direction of the development of social management.It requires that the government and the private form a cooperative relationship to jointly shoulder the responsibilities of managing social public affairs.However,the insufficiency in knowledge of social life on the part of the private entails the unnecessary management burdens on the part of the government.At the same time,the denial of the management role of the private undermines the expectations of public interest of the private and nurtured noncooperation and noncompliance among the private,which eventually increased the pressure,cost and inefficiency in social management by the government.At present,the government as the manager and the private as those being managed stand at two opposite poles,which seriously damages the private's support for the government.All this points to the weak social basis for collaborative governance in today's China.From the perspective of government and private collaborative governance,it is necessary to vigorously promote political democracy and improve civil right system so as to push forward innovation in contemporary social management.At the same time,the government should clearly define its role of public service.In addition,it is important to nurture pluralistic entities of social autonomy,to give full play to their functions of social management and build up effective interaction between the government and the private.
