森林认证社会福利效应的分析——基于一般均衡分析的视角

The Analysis of Social Effect for Forest Certification——Based on general equilibrium angle

本研究首先回顾了局部均衡下对森林认证的社会福利效应的分析,其次基于一般均衡分析的视角,用新古典模型,在充分考虑森林认证的环境效益情况下,分析了森林认证的社会福利效应,指出只要出自由贸易社会收益大于自给自足情况下的社会收益,自由贸易给消费者的效用也就会增大,进口国家要考虑认证林产品的环境收益,需要给予林产品进口实施进口关税或价格扶持,以鼓励更多资源向认证林产品部门集聚。

This author firstly reviewed the analysis of the social welfare effect for forest certification under the partial equilibrium,then based on the general equilibrium analysis＇s angle,full considering forest certification＇s environment benefit situation,the author has analyzed the forest certification social welfare effect by the neoclassic model,and pointed out that so long as the gains by the trade is bigger than in the self-sufficient situation,the free trade will increase consumer＇s effect,the importing country must consider the environment benefit of certified forest product,implement the importing tariff and supporting price for certified forest products,encouraged more resources to gather the certified department.
