摘要
伯克利高等教育研究中心的道格拉斯教授从历史的视角系统梳理了构成伯克利的质量保障体系的院校认证、专业认证、项目评价、教师评价,以及学术评议会的机制与功能,提出:院校质量保障的关键是建立推进质量改进的内部质量保障体系。伯克利的卓越之道就在于,伯克利有比其他院校更悠久的项目评价历史和更有活力的学术人事过程,而且在20世纪50~60年代形成了追求全面卓越的质量文化。同时,完美的质量保障不仅与自治、文化、结构有关,而且关涉学术自由,即教师在这个过程中表达观点和参与讨论的自由。
After providing a historical view on the mechanism and function of the key components of the quality assurance system in Berkeley,that of institutional accreditation,professional accreditation,program review,faculty evaluation and the senate,John Aubrey Douglass insists that the ultimate goal of quality assurance is to set up the internal quality assurance measures for quality improvement.Comparing with other institutions,Berkeley had a longer history of program review and a more flexible academic personnel process,and nurtured a culture of excellence in 1950s and 1960s.Perfect quality assurance system is not only about autonomy,culture,structure,but also about academic freedom,namely faculty's freedom to express his opinions and participate in the discussion.
