Cooperation community of primary schools and universities helps both primary schools and universities obtain multiple values. This community is based on the core ideology that teachers can achieve professional development by primary schools and universities＇ cooperating practice. The coordination of primary schools and universities drives the cooperation of instructing primary school teachers of both sides. Only by building up proper cooperation ideology, reconstructing equal cooperation culture, establishing normative cooperation regulation, confirming effective cooperation content, and forming perfect motivating mechanism, can cooperation community of primary schools and universities promote and manifest the inner value of cooperation.
