构建湖北省突发性危机应对机制

Construction of the Response Mechanism to the Emergent Crisis in Hubei Province

随着社会的复杂化、经济的全球化和自然环境的不断恶化,包括我国在内的全球社会已进入危机频发期,加强危机应对已成为不可回避的重大挑战与考验,构建科学、有效、能经得起考验的防范、应对机制已迫在眉睫,湖北省也不例外。根据湖北省近年来的突发性危机现状及其原因主要应构建并健全如下危机应对机制:危机预防预警与保障机制、危机法规机制与组织机制、危机信息披露机制、危机应急联动机制、多元化合作机制及危机恢复重建机制。

Abstrat： With the complexity of society,economic globalization and the deteriorating natural environment,the global society including China has entered the period of frequent crisis,and strengthening the response to crisis has become the unavoidable significant challenge and test.Building the scientific,effective prevention and response mechanisms able to stand the test is imminent;Hubei Province is no exception.According to the situations and the reasons of emergent crisis in Hubei Province in recent years,we should primarily construct and improve the following response mechanisms to crisis： the prevention,precaution and protection mechanisms of crisis,the regulatory mechanism and organizational mechanism of crisis,the disclosure mechanism of crisis information,the emergent and response mechanism of crisis,the diversity mechanism for cooperation and the recovery and reconstruction mechanism of crisis.
