基于公益性的公立医院补偿机制分析

Research on Public Hospital Compensational Mechanism Based on Public Welfare

目的:对公立医院的补偿机制进行探讨。方法:随机抽取湖北省6家公立医院进行现场调查,结合相关统计资料进行分析。结果:政府补偿不足致使公立医院收入主要来自医疗服务和药品加成,趋利倾向明显,公益性淡化。结论:应改变补偿机制,加大补偿力度,确定合理的补偿方式,改变支付方式和确立专项基金。

Objective： To acknowledge and improve compensational mechanism in public hospital.Method： Randomly selected 6 public hospitals in Hubei province,site survey,combined with analysis of statistical data.Result： One of the major causes for the decrease in the public welfare of public hospitals is insufficient government compensation.Inadequate financial compensation result that most hospital input come from health care service and the drug addition gaining.Conclusion： To return public welfare of hospital,it is important to change the compensation mechanism.This paper recommended that increase financial funding,make reasonable conpersatinal means,change mode of payment,and establish special fund.
