领导干部"研究型"培训创新模式是以前期调研为基础,以实证研究为支撑,以破解城管难题为目标,符合城市管理复杂性的特殊要求。由"三个阶段、四个环节、五个特点"构成。
The innovative model of cadres' research-type training is based on the pre-investigation and reinforced with empirical study and answers the special demands of complex urban management with solution of bottlenecks in the urban management as objective typical of three phases,four procedures and five features.
