On the basis of life circle evaluation theory and method standard, ISO 14000 presented international environmental standard of management such as system of environmental management and signs of environment. It represents development model of duel green on the guide of modern environmental science, composing the important part of sustainable development. The paper discussed the national plan of establishing carrying out ISO 14000 on China’s circumstances and the real practice of environmental management. The paper also discussed some big problems of constituting national ISO 14000 such as general goal of carrying out ISO 14000, policy guide of carrying out ISO 14000, the third attestation under the leadership of government. The main task is to establish environmental system of management.
