文章介绍了联合国开发计划署、中国国际经济技术交流中心和沈阳市政府于１９９７ 年开始在沈阳实施》沈阳可持续发展项目＂ 近两年的实践过程，结合沈阳市的实际情况，在确定重点问题，制定优先战略和行动计划，建立广泛的跨部门的合作和参与机制等方面进行了十分有益的探索，取得了较好的效果。并总结归纳了沈阳动员利益相关人士广泛参与的经验。

The 'Sustainable Shenyang Project' was carried out by the United Nations Development Program,China International Center for Economy & Technology Exchange and Shenyang Municipal Government since 1997.Through nearly two years' implementation,the project has achieved significant progress,especially the'Sustainable Cities Program'process adopted by the project achieved better results in identifying the key environmental issues,formulating the prioritized strategies and action plans,establishing cross-sectoral cooperation and broad-based participation mechanism according to the actual condition of Shenyang.The article summarizes the experienecs of mobilizing the stakeholders' extensive participation in Shenyang through the introduction of `Sustainable Cities Program' process,and hopes to promote the implementation of sustainable development strategy is Shenyang as well as other cities.
