Innovations in the Construction of Agro-environmental Protection System.

针对我国是一个人口多耕地少的农业大国这一国情，以及农业环境保护体系的现状，论述了加强农业环境保护体系创新工程建设是改善和治理生态环境的保证，其主要内容包括机构职能、科技发展、任务布局三大体系的创新工程建设，同时提出了抓建设促监测，抓监测促管理的观点。

Agro-ecological environment protection is an important part of the whole environment protection, which influences directly the sustainable development agriculture. In view of the national situation which our country is a big agricultural country with large population and short of cultivated land, this article puts forward to innovate the construction of agro-environment protection system, which is guarantee to improve and manage ecological environment. It includes organization's function, scientific and technical development, and task distribution. It is necessary to promote environment monitor by stress ecological environment construction, promote agro-environment management by stress environment monitor. This is a new idea to develop the agro-ecological environmental protection balance in the dynamic state.
