本文从天津环保产业的实际情况出发，提出了天津环保产业发展的总体目标。

According to the status of environmental protection industry in Tianjin, the development target,five major development aspects,and six action frameworks for the development of the environmental industry in Tianjin for the next five to fifteen years are proposed in the paper.
