Comprehensive Adjustment to Social Security:Problems and Countermeasures

社会治安综合治理是我国处理违法犯罪的总方针,在维护社会治安、保持社会稳定方面发挥着重要的作用。二十多年来,我国的社会治安综合治理工作取得了很大的成绩,但也存在着一些问题与不足,需要引起我们的重视并加以解决:所处地位不高、决策缺乏民主性、重视权力运用忽视权利保障、强调治标忽视治本、政策性过强法治化不足。针对这些问题和不足,我们应当树立权利观念,坚持以人为本,树立法治意识,坚持依法"综治",重视预防,重视社会政策的运用,提高决策的科学化、民主化水平。

As one of our general policies in dealing with offenses and crimes,comprehensive adjustment to social security has been playing a very important role in maintaining the social order and social stability.The comprehensive adjustment to social security in our country has achieved great success in the past two decades,but there still exist many problems and loopholes which should be taken seriously and resolved.Among others,the problems include:social position being not high enough,decisions lacking necessary democracy,focusing much on the operation of powers but not on the protection of rights,providing temporary solutions to the problems instead of getting at the root,relying mainly on policies but not rules of law and so on.To resolve such problems,we should first set up the concept of right,persist the theory of 'people oriented',carry out 'comprehensive adjustment' lawfully,set up the thick idea of rule by law,focus more on precautions and social policies and improve scientific and democratic level of making decisions.
