国际经营中油田开发方案编制的原则和思路

The principle and approach for working out FDP in overseas operations.

根据国际石油合作项目合同有关财务条款的具体规定，充分运用财务条款中对合作者给予的约束和优惠条件，确定有利于投资者的投资时间和空间结构，据此指导油田开发方案编制，确定取得较高经济效益的技术路线，从而保证开发设计方案的优选是优中择优，避免以技术方案为主导可能带来的经济损失。提出，在市场经济条件下，经济效益是一切技术工作的出发点及归宿，应以此来规范国际合作中油田开发方案设计（ 油藏工程、采油工程和地面建设） 的指导思想和工作方法，国内油田开发方案设计也应借鉴这些原则和思路。图６ 表１（ 邹冬平摘）

Usually there are both restrictions and favorable conditions in overseas cooperation contracts concerning fiscal affairs. If we invest abroad, we should be fully aware of the restrictions and take advantage of the favorable conditions to determine the areas and development stages in which to invest. The FDP (field development plan) could be worked out based on the investment strategy to enhance the economic benefit. By doing so we can decide on the best FDP among various reasonable candidates and avoid any economic loss arising from a technology dominated FDP. It is pointed out in the present paper that, in the market economy environment, economic benefit is the starting point and the goal of all technical activities, which should be the principle and approach for working out FDP (including reservoir engineering, production engineering and surface facilities etc.) in overseas cooperation. This approach is also meaningful for FDP design of domestic oil fields.
