我国“省管县”体制改革与县域经济发展的研究

由于现行的"市管县"体制已经不能适应新形势下我国当前经济社会发展的要求,"省管县"体制改革越来越成为理论界和实践界的热门话题。"省管县"体制改革能够促进社会主义市场经济特别是县域经济科学发展,为县域经济发展提供强大的动力。"省管县"体制改革中,不可避免地会遇到一些困难和阻力,为此,必须要处理好五个"必须"。

At present,city-tube-county system is-notseasoned with the development of the society any mor e,and the reform of province-tube-county system is becoming a popular topic in the academic and practical fields.It is significant that province-tube-county replaces city-tube-county.It is a part of the reform of administrative system of China,is according to the request of the development of the socialist market economy,and will accelerate the county economy.During this reform,we will encounter many difficulties and resistance inevitably.So we should empower stage by stage,clear about the rights and responsibilities of province governments,city governments and county governments,and push this reform quickly and better.
