铁道部对铁路局实行资产经营责任制。铁路局对铁路分局因是内部权责调整，哈尔滨铁路局实行的是生产经营责任制。铁路分局要完成生产指标，也要完成生产经营指标。为此，铁路分局要以资 本运营为纽带管理 企业，对企业 实行资产委 托经营，对站 段更要强 化营销，增运增收，还要控制成本，节省支出。

The responsibility system of assets operation is carried out by the Ministry of Railway. Because it is the adjustment of rights and responsibilities that exists between Railway Administration and Railway Sub Administration, the production and operation responsibility system is adopted in Railway Sub Administrations. Railway Sub Administrations should fulfil both production indicators and indicators of production and operation. Thus, Railway Sub Administrations should manage enterprises by use of capital operation, and implement the system of assets trust operation. Marketing should be strengthened by stations and depots in order to increase passenger and freight volume to increase revenue. Also,cost must be controlled in order to reduce expenditure.
