The background and route selection of NingBo urban and rural integration for the construction of social security system

在分析宁波市社会保障体系建设的现状和研究建设城乡一体社会保障体系的政治、经济和社会背景的基础上，提出建立一个框架、两种制度、分步实施的城乡一体化社会保障体系建设方案，使宁波市在社会保障制度完善和推进城乡社会保障一体化方面走在全国前列。

On the analysis of present situation of the construction of social security system in Ningbo and study of political, economic and social security background in construction of urban and rural social security system, the author proposed to set up a construction scheme as ＂one framework, two systems＂ to carry out urban-rural integration social security system, which will make NingBo walk in the front ranks of the nation in improving social security system and promoting the integration of urban and social security.
