集体林权保护管理体系研究

On Collective Forest Tenure Protection and Administration System

在界定林权概念的基础上,指出当前加快建立集体林权保护管理体系的必要性和重要性,分析了当前集体林权保护管理现状及存在的4个方面主要问题,一是林业法律制度建设严重滞后,二是缺乏符合林地林木属性的林权保护管理制度,三是集体林权保护管理机构不健全,四是林权保护管理队伍素质整体不高。提出了相应的对策建议。

Based on the definition of forest tenure,the paper points out that it＇s important and necessary to accelerate the establishment of collective forest tenure protection and administration system（CFTPAS）.It analyzes the current status of CFTPAS and 4 existing problems,namely（1） forestry Legal system is seriously lagging behind,（2） the lack of consistent forestland and forest property tenure protection regime,（3） the institutions of CFTPAS are not perfect,and（4） the overall capacity of CFTPAS employee need to be improved.The paper raises the corresponding recommendation for its problems.
