摘要
在茶叶基地生产中,良好的生产组织是提高茶叶质量安全的基础,同时也是增加农民经济效益的重要途径。我国茶叶基地生产目前大致为农户自主经营和合作社经营。农户自主经营大多生产技术不高,管理操作各异;合作社经营,也普遍出现整体综合能力不强,管理机制欠完善,资源整合不恰当等弊端。使得茶叶基地生产难以适应市场经济的要求。而在新型的茶叶基地生产管理运营当中,通过政府政策引导,组建病虫害"防控中心",引入HACCP管理方法,把对病虫害的防治作为核心管理,通过对人力、物资、资金和技术合理整合,有效地弥补了现行组织模式中普遍存在的不足。要实现这一模式的良好运营和发展,必须强调人员素质的培养、管理制度的加强和政府政策的支持等。
Good production organization is the foundation of improving tea quality,and also an important way to enhance the economic benefits of farmers.At present,independent operation and co-operatives are main management models of tea production in China.The production technology of most farmers was not high and the management operation differed in independent operation model.Meanwhile,some disadvantages such as the whole comprehensive capacity was not strong;the management system was not perfect;and the resources integration were irrelevancy,were found commonly in co-operatives model,These models could not make the tea production meet the demand of market economy.In the new model of ten production the pest and disease control was taken as the core in management by policy guidance of government;control center for pest and disease was set up;and the HACCP method was introduced.The reasonable integration of manpower,materials,funds and technologies in new model could make up the deficiencies existing in current models.To achieve the good operation and development of this model,the improvement of personnel quality,the strengthening of management system and the support of government policy must be emphasized.
