摘要
当前农村信息化建设资源整合中,存在着重有形设施轻意识能力、重资源联合轻资源整合、重共性需要轻个性需求等问题,严重地制约了农村信息化建设的发展质量。基于农村信息化建设的可行性、实效性和持续性目标,定义了农村信息化建设资源整合的涵义,对农村信息化建设中的行政、技术、社会和农村自身资源进行了分类说明,针对基础设施建设、服务体系建设和信息能力建设等三项重点内容,提出了不同的资源整合方法。
Currently,when coping with information technology resources and integration in rural areas,physical infrastructure was more emphasized than consciousness ability;joint of resource was more emphasized than integration;and common needs was more emphasized than individual require.It seriously restricts the quality of information technology in rural areas.Based on feasibility,effectiveness and sustainability objectives of information construction in rural areas,the meaning of resource integration in rural informatization was defired.Then the resource was classified into administrative,technical,the own resources of social and rural.At last,different resource integration method was presented according to contraposing infrastructure,service system and information capacity.
