Unity and Democracy:Position and Role of the CPPCC in the Leadership and Governance of the Communist Party of China

人民是中国革命和建设事业的根本出发点,是党领导与执政的根本所在。中国共产党始终从党的领导和国家建设两个维度来凝聚人民,促进人民的团结,实现人民当家做主。统一战线是中国共产党凝聚人民的重要法宝,人民政协是党创造人民联合与团结的重要形式;政治协商是党以民主的方式创造人民团结的重要机制。党的领导是党执政的前提,而党的领导只有在创造人民团结与联合中才能得到真正实现。这决定了以团结与民主为主题的人民政协对巩固党的领导和执政地位、增加党的领导和执政能力具有决定性的价值和意义。

The people are the fundamental starting point of the cause of the Chinese revolution and construction and the very foundation of the leadership and governance of the Communist Party of China （CPC）. The CPC has always been doing its best, from the two perspectives of the Party＇ s leadership and national reconstruction, to rally the people, promote the unity of the people and to guarantee the position of the people to be masters of the country. The united front is a magic weapon for the Party to rally the people, an important form created by the people for the coalition of the people and a vital mechanism to solidify the people in a democratic way. The Party＇ s leadership is a precondition of its governance and can be attained only through the unity and coalition of the people. This determines the decisive value and significance of the Chinese People＇ s Political Consultative Conference （CPPCC） dedicated to unity and democracy for consolidating the position and improving the capacity of the Party in its leadership and governance.
