构建循环经济的价格支持政策

On the Construction of the Price Support Policy for Circular Economy

发展循环经济的关键在于构建资源环境价格制度。通过资源开采者、产品制造商、消费者、回收者、垃圾处理者等各行为主体市场均衡与社会最优要求的比较,计算污染物排放、产品绿色设计、消费、回收等环节价格。结合我国循环经济发展实际和节能减排国情,选择重点支持路径,以产权、技术、财政、法制、舆论为手段,以收费、税收、罚款、投资、信贷、补贴为工具,调节资源和产品利益分配关系,构建"政府调节市场、价格支持循环"的政策体系。

The key for the development of circular economy is to construct a price system in the resource environment.Through the comparison between the market equilibrium of such behavioral bodies as the resource exploiters,product manufacturers,consumers,recyclers,garbage treatment operators,etc.and the social optimum requirements,the prices at different links,such as pollutant emissions,product green designs,consumption,recycling,etc.can be calculated.It is proposed that we should combine the reality of China＇s development of circular economy and the national conditions of energy saving and emission reduction,select the path for key support,take the property right,technology,finance,legal system,public opinion as means and take the charges,taxes,fines,investment,credit,and subsidies as tools,to adjust the relationship of interest distribution between resources and products,so as to construct the policy system of ＂market regulated by Government and circulation supported by price＂.
