摘要
利用层次分析法确定影响人才集聚竞争力各因素指标权重并进行排序,以上海数据进行实证研究。结果表明,人才环境、人才素质和人才流动在人才集聚指标中处于上升地位。虽然人才流动有上升态势,但指数偏低,而人才开发、人才结构指标效果并不显著。因此,人才集聚政策落脚点不应仅放在改善吸引人才的环境方面,同时也应关注内部人才的经营。
As an empirical study,this paper,based on the data of Shanghai,uses AHP to confirm the weight of each factor that affects the concentration competitiveness of talents,and sorts the factors.This research shows that human environment,personnel quality and flow of talents are on the rise among talent concentration indicators.Although the flow of talents has a rising trend,the index is low.Simultaneously,the effects of talent development and structure are not significant.Therefore,the personnel policy should not only improve the environment of attracting talents,but also pay attention to the management of internal personnel.
