摘要 从收入分配结构来看,我国城镇中低收入居民住房支付能力严重不足。以支持住房需求为主导的政策性和商业性金融支持因素由于显著推高了房价,导致住房市场存在明显的挤出效应,因而不仅未能解决甚至还恶化了中低收入阶层住房支付能力不足的问题。通过调整住房供给结构,加快保障房建设,建立住房供给双轨制,我国有望提高城镇中低收入居民住房的支付能力,并最终实现"住有所居"的长期目标。 According to the income distribution structure,the Chinese urban housing affordability of the middle-low income class is far from enough in the past few years.The policy and commercial financial support system oriented to supporting the housing demand fuels the housing bubble and leads to striking crowding-out effect,therefore that system fails to solve the housing affordability of the middle-low income class or even worsens it.By way of adjusting housing supply structure and accelerating the construction of indemnificatory apartments,and establishing the double-track system of housing supply,it is expected to increase the housing affordability of urban middle-low income class and to achieve the ultimate long-term goals of 'living in the house'.
