Solution to Social Critical Incidents by Social Trust

当前我国已经处于国际公认的社会危机事件高发阶段,一些社会危机事件甚至成为威胁经济发展以及社会稳定的重要因素,引起了党和政府以及社会各界的高度重视。社会危机事件之所以频繁发生,不在于经济的转轨、社会的转型以及风险社会的到来,而是由于我们还没有建立起与工业社会相适应的信任关系、信任制度及其实施与监督机制。为此,要推进社会信任从传统向现代的转型,必须切实加强政府、市场以及个人等各个主体的信用体系建设,完善信任制度及其实施与监督机制,让作为一种美德的信任内化为人们的行动准则,进而成为规制社会行动的准则,消除社会危机事件频繁发生的根源。

Currently,it is internationally admitted that our country has been under a stage of high rate of critical incidents.Some of the social critical incidents even become the threats to the economic development and social stability,which have called the attention of the Party,the Central Government and all social communities.The frequent happening of the social critical incidents is not the consequences of the economic changes,social transformation or the coming of the risk society,but it attributes to the trust relationship,the trust system and their implement and supervision mechanism,which we haven't set up and adapt to the industrial society.Thus,to promote the transformation of social trust from tradition to modern time,it is necessary to strengthen the construction of the trust system of the subjects including the government,the market and the individuals,to improve the trust system and its implement and supervision mechanism,to make the virtue of trust become the human behavior principles,and further,become the principle of the regulated social action,and finally eliminating the root of the frequent happening of the social critical incidents.
