摘要
首先阐述了人力资本与FDI技术溢出效应的正相关关系,然后从西部地区人力资本结构不平衡、人力资本贬损、人力资本投资不足三方面对FDI技术溢出效应的影响进行分析,最后提出了通过建立人才吸引和保留机制、加强人力资本投入等策略,来加速FDI技术溢出的正效应,以实现西部地区经济的全面提升。
This article described the positive relation between human capital and FDI technology spillover effect, and an- alyzed the impact of the unbalanced structure of human capital, the depreciation of the human capital, the inadequate in- vestment in human capital on FD1 technology spillover effect. Finally, it proposed some strategies by establishing mecha- nisms to attract and retain talent and strengthening human capital investment, to accelerate the positive effect of FDI technology spillover and achieve overall economic improvement in the western region .
