摘要
中国房价的猛烈攀升与社会普通阶层人士的购买力形成巨大矛盾,"小产权"房突破价格限制应运而生。虽然国家相关部门严禁小产权房进入房地产市场,但其往往以新农村建设、旧村改造等名义迅速发展起来。解决小产权房的问题,必须从中国的全局利益和长远目标考虑,以制度创新的办法,既利用有形之手,也充分发挥市场经济调节机制,以求稀缺土地资源得到有效合理配置,促进土地利用效率和国民福利最大化。
There is a huge contradiction between upsurge of China's housing price and the low purchasing power of ordinary social sectors, thus small property rights housing break through price limit and appears on the market. Although the relevant departments prohibited the small property rights housing from entering the real estate market, it still develops rapidly under the name of new countryside construction, transformation of old villages. To solve this problem, we must take China's overall interests and long-term goals into consideration and make use of both innova- tive institution and market economy mechanism to regulate the market. Scarce land resources should be allocated effectively and rationally to maximize the efficiency of land use and the welfare of the people.
