Development of the Social Legislation of Beijing Municipality:an Analysis Based on Quantity and Composition

北京市社会立法伴随着改革开放和社会事业发展的历史进程,走过了一个从起步探索到逐步提高的实践过程,呈现出数量上不断增长和结构上日趋合理的基本发展状况,但从中也反映出相对数量偏少、调整领域过窄及政府责任意识不够等问题,需要在将来的地方立法工作中予以改进和完善。

Beijing social legislation has gone through from starting exploration to gradually improving practice process,with the reform and opening up and the development of social history.It presents a basic development condition with increasing number and reasonable structure.,but it also reflects some problems of fewer number,too narrow adjustment field and insufficient government responsibility consciousness,which need to reform and perfect in the future work of local legislation.
