“省直管县”体制下的市县关系新发展——基于复合行政的理念

New Development of City and County relationship under the "County Direct under the Administration of Province" System——Based on the Concept of Compound Administration

随着市场经济的发展,"市管县"体制的弊端日益明显,而"省直管县"体制逐渐成为行政体制改革的热点。但制约当前市县共同发展、促进区域经济一体化的行政障碍,是未能从根本上转变政府职能。文章分析市县矛盾及其原因,在此基础上提出在"省直管县"体制的运作下,打破市县之间的行政壁垒,采纳"复合行政"的新理念,建立多元化的区域合作治理结构,从而形成市与县新的发展关系。

With the development of the market economy,the defects of the counties under the administration of a city becomes increasingly clear.Then,the counties direct under the province becomes the trend of institutional reform.But the administrative barriers which restricting city and county common development and promoting regional economic integration are failed to fundamentally transform the functions of government.This article has a deep analysis on the reasons of the city and county contradictions,based on this,which put forward in operation of the ＂county direct under the administration of province＂ system,break the administrative barriers between city and county,adopt the new idea of ＂compound administration＂,establish a governance structure of diversified regional cooperation,thus forming new development relationship of city and county.
