网络时代下浙中城市群有效发展的法制保障探索

On the Legal Safeguard to the Effective Development of Urban Cluster in Mid-Zhejiang in the Time of Network

如何确保浙中城市群的有效发展将是群内涉及的三市十一县所面临的重大问题之一。由于内部发展及外部体制等因素的制约,单纯通过市场机制及政府行政行为协调群内城市利益冲突无法实现城市群有效发展,必须构建包括省级立法机关制定的地方性法规、群内各城市共同制定的城市一体化立法以及各城市政府规范自身行政行为的法规等三个层级的法律体系,从区域规划、产业发展、市场优化、行政协调、生态安全、社会民生领域对浙中城市群的有效发展提供法制保障。

With the approval of Zhejiang Provincial Government on the urban cluster in mid-Zhejiang,one of the major issues that all the 3 cities and 11counties facing with in this cluster,is on how to guarantee the effective development of the cluster.As a result of the restrictions of internal development and exterior system,it is impossible to realize the effective development of the urban cluster simply through the market mechanism and government administrative action to coordinate conflicts of the interests of the inner cities in the cluster.It is obliged to establish a city integration legislation,covering three levels of legal framework of the local laws and regulations formulated by provincial legal administration,a city-unification legal formulated by the cities in the cluster and the laws and regulations constituted by every city government to regulate their own behaviors to provide a legal safeguard to the effective development of the urban cluster of mid-Zhejiang from the fields of the regional planning,industrial development,market optimizing,administrative coordination,ecological security,and social livelihood of the people etc.
