Kunming Municipality has set up the strategic goal for ＂constructing Kunming into a regionally important international city＂,which offers a good platform for the local government to improve its public diplomacy.The urban public diplomacy of Kunming will greatly promote the internationalization of Kunming.Its main goal is the shared benefits for all parties concerned,its focus is the proper channel for communicating with the counterparts,and the capital construction and clear orientation are the basic conditions.It concludes that public diplomacy is a comprehensive system which requires multi-level construction and coordination.
